Climate risk and vulnerability studies for construction and energy infrastructure
Together with SIA “Estonian, Latvian & Lithuanian Environment”, Enerfix prepared two studies for the Ministry of Climate and Energy. The studies assess climate risks and vulnerability in the construction and energy infrastructure sectors and define adaptation measures and monitoring indicators.
Scope of work
Enerfix provided engineering and energy expertise. The work included analysing sector data and existing studies, identifying climate risks, assessing infrastructure vulnerability and developing adaptation measures.
Situation and challenge
Two different sectors and the long-term climate impact on buildings and energy infrastructure had to be assessed using a single methodology. The conclusions had to be technically sound, comparable and usable for policy and investment planning.
Our approach
Enerfix analysed the potential technical impact of climate risks on buildings and energy infrastructure. Together with Estonian, Latvian & Lithuanian Environment, we assessed the vulnerability of each sector, identified the most significant risks and developed practical adaptation measures with monitoring indicators.
Result
The Ministry of Climate and Energy received two structured studies that can be used to plan adaptation policy, sector measures and future investments. The recommendations became especially relevant after the August 2026 storm, which left households in some areas without electricity for up to a week.
